OnMissionAttibuteChanged gets two parameters.
The attribute type (Intel, Multiplayer, GarbageCollection, Scenario, Preferences) and the attribute classname
OnEntityAttributeChanged (notice the changed name from your proposal)
gets two arguments, entity and the classname of the attribute

This is actually an amazing idea as I've been struggling with the same control issue and find it very awkward as well- I would like to comment that the toggle lean (via L3 R3) is much easier, it is how Insurgency Sandstorm does it I believe. Also I'd like to maybe suggest that while in point shooting stance, if you were to hold L1 which would in normal stance allow you to move your head independently, that it would do the same in the point shooting or weapon raised position, this is similar to how Arma allows players to look around while holding their gun up, and is extremely useful.

cfgIgnoreList doesnt work for years on consoles, agree would be great if u finally fix it.
If add any item, or even delete "easteregg / coupled mag" nothing changes. Egg disappears, any other new item still on the server.
deloot 1 means the item is supposed to spawn at a dynamic event
I can confirm it too, lots of players use it.
Not sure what’s going on but I’ve recently run into problems with interactions with items and doors in the game. Can’t pick up items open doors or attack zombies. Zombies don’t even aggro sometimes. Other times they do and an invisible force is killing you.

not really ever used head torches on official, but i could not find the value in the files i have so i just guessed it would be the same. but seeing as it says on the wiki a electrical repair kit will repair it i would say it is possible

It would be convenient to have this, since inGameUISetEventHandler is the best/only way to detect the use of action menu actions, and not being stackable means it's not very safe to use.
