When deploying the radio, the operator is often restricted from doing so because they are either too close to their main base or too close to a "spawn point" for another base. Bases that are close to each other are difficult to find the area in which the radio can be deployed, often making it less of a hassle to just keep the radio on your back since that doesn't have any restrictions and spawns are infinite.
