Have you ever thought that they would have made it unzoomed if they could?

Duplicate of #0002510, except for blurring the outside of the scope. You should make the category "Feature request" and make it so that the ticket only talks about the outside of the scope being blurred.

I always play in 1st person, but the problem in towns is that you have almost no awareness due to the limited FoV, so turning 3rd person off is not the ideal solution.

Third person can be abused everywhere almost equally. In forested areas you can peek around trees and over bushes, on hills you can peek over the top and in towns you can peek around buildings. To prevent abuse, they'd had to remove 3rd person all-together.
