Does deleting and re-creating the marker again helps to bring it to foreground?

On a side note, log function shows group have fade and scale close to 0.5 but not exactly. They're fine on next frame, looks like ctrlCommited return true one frame before animation actually finishes.
To fix this issue, display your texture in normal UI somewhere before using it inside ui2texture. I have the ticket about this exact issue @ https://feedback.bistudio.com/T170766

What about having it as procedural texture?
don’t hold your breath for it, I have tried to force the game to display lower res on textures and it proves to be more difficult than expected. Everything is geared towards showing you the best possible quality so telling the game you want to try higher quality might work but lower quality usually ignored. It also interconnected with video options texture quality. On top UI always uses max res because why not. What exactly is the use case, why can’t one use a thumbnail? maybe there is another simpler solution because right now it looks like too much work too little gain

Here's a recording of the problem, at the moment of saving, the Collateral objective is still active (It's supposed to go the more civilian damage you cause, it goes from Active>Canceled>Failed).
After going through the mission I reload the save when the objective is supposed to be active, but it's cancelled instead. (Sometimes it straight out fails the objective after reloading a save)
Ah okay. I'll see if I can run some more testing to see if I am able to reproduce it more frequently.
Sounds like hardware problem
Please let us know how it went, I had similar issues with streaming objects, yet to make a repro and ticket so I'm very interested in your case.

when i try to launch the game to play on a server is wont let me join it just say game has exited in a unusual manner i can't even join a server for it to crash

You could try if EntityCreated eventhandler is triggered when a building is streamed in.
That way you could set the var when the building re-appears
Please put mdmp files into a zip archive when you upload them. makes them alot smaller.
I have seen this crash a couple times in the past, never in relation with triggers though and never with a working repro.
Its crashing while cleaning up a physics item. So not related to Triggers.

Script commands would be great too, but difficulty has historically been done through config, and I don't know whether it's practical to do mid-mission changes like that. I figured config overrides were more likely to be possible to implement.
Would be via sqf command not be more flexible?
Does this happen for JIP players and not players who were on the server at the moment of "setVariable" use?
could anyone take a look into this? the game is unplayable for me without being able to communicate with my teammates? it's still not fixed, here is a troubleshooting report that i forgot to add in my original post

Recently it's been showed to me that i probably made a false conclusion in my statement that it is ammo who is fault in this situation and in actuality it is a firing weapon. Which is supported by a fact that missile with IR sensor after firing from a vehicle would, as expected, fly to target even beyond objectViewDistance. I would make i wild guess that the problem lies in that the ammo config does not read fully and engine assumes defaults for objectViewDistance and viewDistance overrides.
Or better Your logs show that "The cloud file provider is not running."
it seems that game has trouble reading from your profile folder on C drive in documents due some restriction.
Could you please try?
Looks like Arma can't access "My Documents" try using the Parameter "Profile folder" - You can find it in the Parameters tab of the launcher, once enabled add the path where your profiles are you can either try to add the path where Arma stores profiles by default "Documents" or create your own profiles folder and instead set the path there. Try that and let me know if that helps.
First try to verify files via Steam if that doesn't help try reinstalling the game, might be corrupted files.
