We just managed to get our base closed in 1.03, and i can confirm that NO. Far away from fixed.
We have about 4-5 lock already bugged. And now it seems we can't even use them...
This is really hindering the enjoyment and the play of the game!
might have been it, but would the entire car get ruined? not only the radiator? also, the car got ruined in about five seconds after starting the engine

@Geez Hi, I just want to ask for a quick update if possible. Has this been attempted to monitor or recreate internally? The problem is present 100% as of version 1.03.151507.
Currently waste of time going in. So little loot in them. Be lucky if I find one item.
Confirm. This happens to me often when in a military tent.
As you said some have a low spawn count. Like the Supermarket and Construction site. (The others I don't know, never found anything there). For a construction site 2 or 3 items is way to low.
It doesn't matter how many items. Can use a fresh spawn character and it does this. It's an obvious frametime spike. I'll post back later with a video of this.

I believe that such restrictions should not be on the server side and on the client side for the single player mode (offline). In any case, I do not even see the reason for such restrictions, it creates additional difficulties in working on the game and its code for everyone who tries to create their modifications in any way. But if you have a need for this kind of thing, I would advise you to simply add an optional parameter to the configuration of the server and the game client that allows you to either remove such a lock or specify its size. This would solve a lot of questions and problems for both the authors of the game, as well as for the authors of modifications.

i understand that on user side there have to be limitations, and solutions against abuse have to be found.
A devmode parameter will not be sufficient to resolve the max file count issue, as the general user does not set launch parameters to join servers.

This sound is similar to how a blade slices through the air. Slow and fast steps, squatting, reproduce this sound.

Update 2: Correction, all hat-type items will prevent the NVGs from activating, except of course the tactical helmet with NVGs mounted.
Still an issue as of 1.03..
Shit that sucks. Where did you find the VSS? A heli crash? It's a hard to get weapon and it glitches once you get it. That is actually really bad.
take it off and put it back on usually fixes it
Update: This bug appears to effect all helmets, upon further inspection.
I'm seeing this also, I have a private server just to try out new features, and the car positions seem to be messed up. I had a couple spawns where the car was sitting on its roof upside down, and some where the car was sitting about half on a pile of debris or on another static car, and many of the parts were ruined (even though untouched by other players). And the cars I've got running there is no longer an option to turn on headlights. Also you cannot remove parts like battery, radiator, sparkplug, headlight bulbs properly, you have to walk around the car at random spots and hope that you get the option to remove the part, it does not seem to have anything to do with being in proximity of the part you're trying to remove.
