You can use them when adding parameter "-malloc=" to the starting command line. The example would be:
-malloc=tbb4malloc_bi

JEMalloc_bi

Glad to see that it works. Could you please provide more details about what version of McAfee antivirus you were using. Deleting signed and verified executables is definitely not correct.
Could you please try to run Steam as an admin? It seems that something is preventing your game exe to download or there is something deleting it.
Can you try to find arma3.exe in your folder. By default, its location is similar to this one:
C:\Program Files (x86)\Steam\SteamApps\common\Arma 3
Could you please try to manually delete all the files and perform data verification again? Please watch the folder in Windows Explorer to see if the executable is downloaded or not.

are you sure there are no RPTs created? Also, your CPU is very close to the minimal system requirements, please consider closing all unnecessary programs before running the game.
Additionally, you can try to run your game with -NoBenchmark parameter. You can find how to run parameters here:

This has been fixed in rev. 129770.
Your game is heavily modified. Could you please disable all mods and try again? If it still crashes, is it possible to upload new crashdumps? It would help us determine where the problem is.

Basically lodTurnedOut checks the "resolution" of the LOD as specified in shapes, if the resolution doesn't fit it won't be chosen. The resolution given by LODTurnedOut param should work just fine, as long as you have LOD defined in this resolution range.
Please try values between 1 and 900 for normal LODs and above for special LODs (like predefined GUNNER, PILOT etc)

However, there was a major issue in the core functionality of the feature which required a lot of refactoring and there was unfortunately no way how to deliver the fix to current Stable branch without a risk of doing more damage than good.
