I've tried to find any .rpt files but it doesn't create any so I don't have that. I've verified the game and I uninstalled it with no luck. I don't really know what to provide to you so just let me know what you need.

are you sure there are no RPTs created? Also, your CPU is very close to the minimal system requirements, please consider closing all unnecessary programs before running the game.
Additionally, you can try to run your game with -NoBenchmark parameter. You can find how to run parameters here:

I've checked multiply times for RPTs, I've ran Arma 3 in the past with no problem and I have tried the -NoBenchmark parameter. I think it may have to do with steam because when I open up the Arma 3 launcher it says steam is in offline mode.
