Nevermind. Fixed.
Footnote - the overly squishy cars are especially punishing because of how easy it is to crash due to lag and server stutter. Until vehicle simulation stability is better you might want to consider making cars a lot tougher to compensate. Players do not enjoy spending time and blood to get a car going and then seeing it get wasted after five minutes due to a lag spike...
In 1.10 this is still an issue.
After some more testing it seems this happens more when fishing in the sea, I thought it might be related to the swell but I can't get a 100% reproductible result. It happens on 1.09 stable too, but more rarely.

New patch 1.10 has added the ability to read from the globlas.xml, you could make use of that.
The problem with the server.cfg is that it contains sensitive data that malicious mods could access. Such as Rcon access and admin password.

location 1978 8105 on server restart it is now right way up
there is another truck on its side up at 3223 13733 approx. I will add a picture later. It only has one front wheel on it

If this is related to a specific mod and the vanilla game works without any issues, then the issue has to be sorted out by the mod creator.

Unfortunately, this is not the whole list of problems for this scope.

I can kind of expand on this. I sometimes find it absurdly difficult to hit a chicken with an axe. Constant swing and miss until I the hit registers at a certain angle and distance.
