Thank you for the report. It is true that the icon on our sensors shows an aircraft and we will look into that. However you are able to lock onto the target with ATGM rockets. The vehicle needs to have engine running for the rocket to lock on.

Has gotten even worse now for me, using voicemeeter to try and reduce the effects but I get huge fps drops when flying over buildings or just being near buildings on the ground.

To reproduce that (2 minutes in vanilla Arma, launching included!), you just need to set unconsious **the marksman** (unit 4) in the squad of 8 (vanilla infantry blue weapon squad).
Don't ask me why this specific unit... probably a sub-leader (team leader) but this impacts the whole group!

Are the vehicles that are targeted moving or at least have their engines turned on? Otherwise you will not be able to lock onto said targets.

I didn't have this issue for a time now, mainly because I deleted all drivers and went with windows provided ones. And today I've got G933 headset. Guess what - issue persists, 64 bits client hangs after any sounds are played.
While the issue of dive bombing attacks will more than likely never be resolved in A3, one small tweak to the Blackfish sensor suite can greatly help from my testing. Please look at removing the radar and adding the man sensor aligned along one of the guns axis. With the whole squad set to careless and open fire, the AI will actually spot targets, when using a loiter waypoint, and engage. The removal of the radar means when there is vehicles around the pilot wont shit itself and start to dive bomb it, but vehicles will still be targets without the radar.
Fixed in the current version of the game.
The first issue was already fixed and this ticket should have been closed. I'll close this ticket and will have a look at the other problem.

Applogize. We are aware of the issue.
This is not normal that you have to keep the headlights turned on to see the speed or other information on the dashboard of the vehicle.
And it's working correctly for Prawlers, Vans and MB 4WD that need to have only their motors on and not the headlights to see the speed or other information on the dashboard
Haven't received any valid explanation, but the ticket was closed as "Resolved" despite it being valid and not normal with AI's behavior set to "Aware" and with some vehicles where it works just fine with AI's behavior set to "Aware".

Some isolated testing has been performed, to different but possibly related results. A frame drop by 15 with nothing much going on could cause a drop to 0 with 60+ players and a full AO.

Im having the same issues (June 2018). I have tried solving the issue by doing the following:
I've recently noticed that if you enter splendid camera and move the camera close to the falling vehicle, you can hear a continuous driving sound effect which is odd and may have a link to the source of the bug.
This person describes exactly the same issues I'm having with these achievements. I have tried the following:

Is this anything I can temporarily fix on my own server or will I have to wait for a public update?

I can confirm such behaveour of the game. The issue is very severe as it affects every player on our server. The symptoms are same as described: fps on client machines degrades to low values at some random moment without any particular reason. diag_captureSlowFrame gives the following picture:
