This person describes exactly the same issues I'm having with these achievements. I have tried the following:

• Verifying game files.
• Created a new in-game Profile and tried doing it with that.
• Reinstalled the game, completely wiping everything except the profiles.

I have made sure that I am doing the correct action for the puppeteer achievement, creating one character which as player box ticked, and one that doesn't have either Player or Playable ticked. I right click on the one that isn't the player and select "play scenario as (unit name)". For the Dressing Doll one i have made sure that I am configuring the Arsenal correctly by looking at several videos of people doing it and using the same initialization lines they are using. I am able to access the arsenal, but it doesn't give me the achievement.

None of these things worked. I would also like to add that vehicles such as tanks or helis can damage the target vehicles in VR Arsenal, but explosives do not have any effect on them.

I'm running the game on Windows 10 x64 if that helps. If i can edit this comment later I will add the game version once i can get a hold of it.

The Dressing Doll and Puppeteer achievements have indeed been fixed, but thus far Mass Virtual Destruction still seems to be misbehaving. It seems that the target vehicles in the virtual arsenal are immune to Area of Effect damage, and the parameters for “disabled” are presumably very specific.

Reminder: Mass Virtual Destructions calls for the player to have “Disabled all target vehicles in VR Arsenal at the same time.”

Attempted so far:

Explosive charges against all vehicles (one per Strider, two per Marshall and Slammer).
No damage taken by any of the vehicles.

Large IEDs against each vehicle (one each).
No damage taken by any of the vehicles.

Mk6 Mortar barrage, single shot at each vehicle using the artillery computer.
No damage taken by any of the vehicles.

MLRS 230mm rocket in the centre of the vehicle formation.
No damage taken by any of the vehicles.

Various fast aircraft and helicopters using Macer missiles or GBUs.
AG missiles are unable to lock on to the vehicles. GBUs are unable to lock on to the laser designated target. Dumb-dropped bombs cause no damage to the vehicles.

Most promising: using the BTR Kamysh / AFV Gorgon to fire APFSDS cannon shells into the Striders and Marshalls, and an ATGM into the Slammers, from the rear quarter.
Result: total (red) hull damage to all vehicles simultaneously, but achievement not unlocked.

Does the achievement require engine / dual track / quadruple wheel destruction (i.e. immobilisation) of the vehicles to be unlocked?

Even using fire support module while in zeus, using single player cheat menu, it still doesn't work.
