Up until the patch 1.60, the mods were copied to the folder you have selected in Launcher settings. Since 1.60 mods are no longer copied to Arma folder and Launcher uses mods directly from the place where Steam client downloads them (and before you ask: no, we can't move them otherwise Steam client would re-downloaded them on its own eventually).
Devs, please look into this issue. Is there any new you can tell about this? Are you still trying to fix this? I swear Im waiting since Alpha for the load feature in Multiplayer. Please listen!

Try to help Steam a little bit: find a folder with Launcher files - C:\Program Files (x86)\Steam\steamapps\common\Arma 3\Launcher - and delete it. Then let Steam client verify the files again.

that is correct, the download location can't be changed. Mods from Steam Workshop are downloaded by Steam client and it stores them where it sees fit. There is no way to change that. The mod storage path in Launcher is now applies only to a few "legacy" Workshop mods.

thank you for reporting the issue. We've found the cause, but we won't be able to fix it for this release, as the fix might cause severe issues elsewhere.
Can't close this, but it seems fixed now in RC + dev builds - doesn't insta wreck aircraft, disables car engines (didn't before), and kills soliders wearing helmets. So, totally fixed; nice work!
an important part I think is that if me or other player auto firing at base nothing literally happens, in singleplayer too
This occurred again but on the Apex Sneak Preview Build version 1.62.136928.
figured out the issue, but it's weird, basically, the sensitivity is too low on the throttle default sensitivity, you have to push it 75-100% to get it feeling like the throttle is doing anything, (you also need to make sure to make sure the + and - sides of the axis are set to thrust.)
Still getting used to the new tracker.

This is fixed for me on Dev Branch
I have this problem as well, I use a thrustmaster hotas x, only real work around is using thrust increase and decrease, but that's a bit meh.

The issue is the if statement, as it would need to trigger for the function to work on a dedicated server, but it won't as it checks for an empty string that taskState command doesn't ever return.
As for example BIS_fnc_taskCompleted works completely fine on a dedicated server as it's written simply like this:

Why are you running this on dedicated server? The task commands are designed to work with local player and I would expect on dedicated these commands simply do not exist.
seems like it's issue with taskState not working/returning anything on dedicated server?
Seems to be fixed after a PC restart. Still odd.
