you have a mix of an old and new game files on your PC and those files doesn't work together. Please use Steam client to re-download and update old files:
- Open Steam.
- From the Library section, right-click on "Arma 3" and select Properties from the menu.
- Select the Local files tab and click the Verify integrity of game cache... button.
- Steam will verify the game's files - this process may take several minutes.

Try to help Steam a little bit: find a folder with Launcher files - C:\Program Files (x86)\Steam\steamapps\common\Arma 3\Launcher - and delete it. Then let Steam client verify the files again.

I'm doubt that re-install would help you, as Steam would just probably download the wrong files again.
As the wrong files are limited only to a french localization, you can try to workaround the issue by deleting only folder "C:\Program Files (x86)\Steam\steamapps\common\Arma 3\Launcher\fr-FR", that would cause Launcher to fallback to English.
