I too have the same issue. With over 150GB of add-ons, the time to process my mods is quite significant. My suggestion is similar to Jastreb's, maybe even the same, just said in a different way. I suggest defaulting to vanilla/no mods (checking) and allow the user to do so only if they are going to use mods. I create missions without mods and am forced to use a second PC that has no mods installed to speed up this process.

Just tried the same test in dev branch. No change.
I landed finally using 2016.06.27 version... not sure if this is fixed yet though. Damage sensitivity still seems extremely high.

I have shutted down and connected the ticket "Vehicle sounds missing in dev/preview branch" with this one to retain the overview for the developers, because it describes the same issue.
I changed the names of the folders, the game runs fine now not sure what happened thanks so much for the quick and efficent help.
