please try to re-install x86 version if Visual Studio 2012 Runtime: https://www.microsoft.com/en-us/download/confirmation.aspx?id=30679
If it's already installed, please uninstall it, restart the computer and install it again (the repair function might not be working correctly to fix the issue).

  • yes, the issue was caused by this update: it first appeared after the update was published and can be solved by uninstalling that update. We're not sure what is the root cause, because we were not able to replicate the issue on any machines at our disposal;
