The issue with the codelock is a known desynchronisation issue and it is scheduled for a fix. As for the other issue. Did you stand at distance from the shelter? As it cannot be built when the character is close to it.
Also possibly the videos you saw were from modded servers with basebuilding limits disabled?

I have the same behavior even without mods.
It is quite possible that it is due to the map 'Truppenuebungsplatz Nordheide'(ID: 6072BD974E676889)

We have confirmed the issue and it has been scheduled for a fix. Also during our testing we have found a workaround not involving reconnect to a server/single player scenario.

It's unplayable, and now it's restarting outside of the scheduled restart times. These issues are killing a 3-year-old server. I've noticed the CPU Usage is almost at 100%. This can't be a configuration problem because I've had the same setup for months. Even after wiping on Friday, the problems are still there. Plus, I know of other servers experiencing the same issues.

Is it okay for you if the server gets moved to a different machine? Ofcourse this will lead to change of an IP and the players will have to unfavorite and favorite the server again.

It was decided, that the game uninstalation proess cannot be responsible for deleting the data. It could be risk of loosing other user data. Proper addons can be already managed from the game workshop.
