There is currently no sound effect to the Chainsaw in Dayz.
This item seems to be only on community servers and it's almost a silent raid. Just go up to the walls and cut them down in silence. The frames will have to be shot through or blown apart but still doing a good bit of damage silently. There should be a sound added to it.
Also, can we get a feature to Rev it up and use to attack zombies rather than only having the option to use when we walk up to gates/plank piles?

Chainsaw is not an item that is supposed to spawn at the moment (old scrapped item) - community servers spawning the items do so at their own risk. Currently there are no plans to work on it further.

A bit late! But you can use the chainsaw to get all the way through silently. Break the bottom wall, then the wire on the fence, and then the lower frame. Gotta make sure you have an electrical repair kit or two if you do it all with the chainsaw though.
