Looks like the reconnect saved slot and previous state is taking up slots even after reconnecting. This appears to even roll over to the next game. Joined Tac-Ops server late in a game that was over four hours old with 40+ players. Players including myself started crashing more as the game went on over 4 hours. I had 2 client crashes. One CTD in spawn screen where logging back on didn't do the reconnect save location state. And one CTD that happened while playing and that did the reconnect spawn in.
Game was concluded with a winner and when the server started a new game I noticed that there were about 10 less players on that server than was showing on the server list screen. Couple hours later I log back to see if it cleared up and it hadn't.
