Can confirm this problem! Today (v1.62) AI AT-soldiers(only RPG) are useless units. They are not able to hit into the enemy vehicle at the shooting RPG-7 and RPG-42. @Tsnfsdnfkjsdn, for tests there is no need to place the АТ-soldier and target so far. You speak about 750-900m. I do not know exactly how far you mean. I place AT soldier(AT-rifleman of OPFOR faction with 100% skill) at a distance not more of 60-80 meters before enemy car. He will always shoot above the target!
Thus, this is problem of all not guided launchers.

Added example with inertia from game - Escape from Tarkov. This example with AK, but even this weapon, has a greater inertia than a heavy machine gun or heavy sniper rifle in Arma3.
