We have tested this issue internally but unfortunately we were unable to reproduce the issue. Do you remember what was the server population at the time of the occurrence and if there was any desynchronisation happening at the time?

Thank you for the update.
We are aware that this issue can occur and we are periodically resetting the character locks. The characters should also automatically unlock after a hour. In case you experience locks that last for more than hour in the future, please let us know.
