Up until the patch 1.60, the mods were copied to the folder you have selected in Launcher settings. Since 1.60 mods are no longer copied to Arma folder and Launcher uses mods directly from the place where Steam client downloads them (and before you ask: no, we can't move them otherwise Steam client would re-downloaded them on its own eventually).
Try to help Steam a little bit: find a folder with Launcher files - C:\Program Files (x86)\Steam\steamapps\common\Arma 3\Launcher - and delete it. Then let Steam client verify the files again.

that is correct, the download location can't be changed. Mods from Steam Workshop are downloaded by Steam client and it stores them where it sees fit. There is no way to change that. The mod storage path in Launcher is now applies only to a few "legacy" Workshop mods.

most likely your issue is not related to Launcher. There's another issue with loading files that have some characters (mostly diacritics) in the path. If I'm not mistaken, the PlayWith Six launcher stores settings in a file in a user application data directory, and the path to the file contains a user name which may contain characters with diacritical mark.

according to the log the problem occurs when update command is passed to Steam client. Unfortunately because of an error on our part, an returned error code is not stored in the logs and it is lost. This should be fixed in Publisher on the development branch (the missing error code). Also more information might be available in Steam client logs (C:\Program Files (x86)\Steam\logs), if you upload them here, we could go over them to determine the cause of the issue.

this issue is usually caused by a graphic card or a graphic card driver, so I'd recommend to update the driver. In Launcher you can try to switch UI drawing from your graphic card to a CPU by starting Launcher in the safe mode and disabling HW acceleration: https://arma3.com/launcher/troubleshooting

the problem is caused by the name of the folder where the game is installed: "F:\Arma 3 \steamapps\..." The folder "Arma 3 " on your F: drive has a trailing space at the end of its name. You can't normally create a folder with such a name and some of Windows functions that we use doesn't support this a fail when used with this path. The only solution is to move your Steam library to a different folder and re-install the game.
