the logs shows that you have mixed up different version of Launcher files and they doesn't match up. Please go to the folder C:\Program Files (x86)\Steam\steamapps\common\Arma 3\ and delete the Launcher folder and arma3launcher.exe, and the verify the integrity of the game cache using Steam client:
- Open Steam.
- From the Library section, right-click on "Arma 3" and select Properties from the menu.
- Select the Local files tab and click the Verify integrity of game cache... button.
- Steam will verify the game's files - this process may take several minutes.
That will re-download those files and fix the issue.
