Hello,
the errors says that you're missing one of the files. Please try to verify integrity of the game cache to restore the file(s):

Open Steam.
From the Library section, right-click on "Arma 3" and select Properties from the menu.
Select the Local files tab and click the Verify integrity of game cache... button.
Steam will verify the game's files - this process may take several minutes.

If that doesn't help, please manually locate a file D:\Steam\steamapps\common\Arma 3\Launcher\log4net.dll and if it exists, remove it and verify integrity of the game cache again.
