Thats not a bug, that is the preset zero for weapons, if you want to go higher or lower than that you can generally zero the weapon in the opposite direction. Keep in mind some weapons cannot be zeroed down to 100m and there is an upper limit aswell. Look up caracals video on youtube about zeroing for further information.
This "feature" spoils the game completely. If one player who sneaks into the base can deplete 7000-8000 supplies to zero in 15-20 seconds, the whole supply system doesn't make sense.
Nowadays more "players" know about this, let call a spade a spade, glitch, it breaks tactics of Conflict completely. That glitch causes that it doesn't matter how big and well supplied the base is, because any base can be now devoid of supplies faster that anyone can spawn there.
If it's as designed, design is wrong.
Change it on Official servers, please.

Yeah it is extremely hard to reproduce I’ve found, if this helps any it’s not on the experimental version of the game you can download (or for me I mean)

While this might be an actual bug too, there's a few other things that might be causing this.

It's the cause of your crashes. Generally it's a part of graphic driver. Lately there was a new update of Nvidia drivers (you have RTX 4070 Super) The last known driver that runs without any problems is

add animPhysDetachSpeed = 100; in config.cpp of yours vehicle, RoadtripNG is obsolete and not needed now
Will animPhysDetachSpeed = 5; work on cars?
or even more simple using AnimSetInt() for Stance variable

Just make own scripted command, bind stance variable from animgraph and then change as you wish in commandhandler
