Their arm was in the way of the gun's view driving directions. The door frame of the chopper is in the way of seeing.

Tanks (and other vehicles across the whole of the Arma series) can randomise their textures on spawn, to provide variety.
This is by design.
Confirming that this issue is reported correctly. M48A3 driver has no available head up/down movement allowable.
It was made this way by design in response to a BI QA request to reduce clipping of the driver view through the tank structure:

All test made had been done with no mods, just vanilla game with SOG DLC only. First test was in mike force multiplayer.
I'm unable to replicate the problem you're having, so assume that it is a game setting, a conflicting mod, a control setting or a mission setting on your end causing us to see different behaviour?

There is no such thing as a "T63" in the DLC.
Needs detailed steps to reproduce the issue.

It is likely that this issue has been resolved.
Seat position is per design.
With thin vests the pilot's back touches the seat back. With thicker vests it clips inside.
