I've installed a zero weapon sway mod to verify this is not user error. When holding center mass at a target that is 500m away using the 200m sight setting, the impact point is 279m, at the 400m setting the impact is at 208m, at the 600m setting the impact point is 153m, and at the 800m setting the impact point is 140m.
