I do see a difference in the speed when quick drawing the weapon from clothing versus quick drawing the weapon when it is on your back though.

Any update on this as this bug is starting to be abused by players. The only way to counteract this is by either killing them or yourself, disabling all DayZ audio through an external volume mixer or disconnecting from the server.

On both occasions I was in no limping state when the leg was healed. I would assume my health was roughly in the near top to full health as well for both instances.

Both times I attempted to treat my leg I waited the allotted time and when the leg was healed is when it occurred. I did nothing but stand still in one place after I applied a splint. Only way I was able to fix this was by killing the character.

When you have broken legs you cannot pick items up, but when a player has a splint applied the option is given and when they pick up the item they instantly drop in inside of themselves

Wooden crates also cannot be carried while in hands but can be easily bypassed by putting the crate into a backpack and carrying the backpack in hands

This occurs on the old model (Land_Wreck_Volha_Police). The new variants of the police wreck share the same texture that displays the decals on the vehicle with the old model. Said texture was updated to work with new models but as a result old model does not work properly with this texture.

When the first build of 1.08 Experimental was pushed tents had this issue, looks like the newest Experimental update has corrected this bug. I will note though the un-deployed texture for the medium tent is still not showing properly (just looks grey now instead of the proper blue)
