Any update on this as this bug is starting to be abused by players. The only way to counteract this is by either killing them or yourself, disabling all DayZ audio through an external volume mixer or disconnecting from the server.

We have fixed the issue internally - megaphone volume is now affected by the voice volume slider. The fix will appear in one of the upcoming updates.
