When a compass is in your hotbar as well as your hands both versions of the compass will display the correct direction, but when putting the compass back into your inventory it will then update and display the wrong direction, but will change direction when your character rotates.
This occurs with both variants of the compass
Put compass in your hands and in hotbar
Move around to check both versions of the compass
Put compass back into your inventory
Look at compass in hotbar

Apologies for gatecrashing, but should this really be a thing? Being able to navigate via an imaginary hotbar? In my opinion the hotbar compass should be a static image.
