Update: this happened yet again even though I thought the restart fixed it, instead the squad leader does the same thing but in the middle of town after clearing it, deciding that the squad needs to get some more exercise in and has them running up and down a short stretch of the main road.

Thanks! Some interesting creative ideas from papa's burgeria and everyone is responding.
This has been noticed before and the answer seems to be that it is actually like this in real life. Speculatively, the wide-angle view has a large crosshair for quick acquisition, while the zoomed-in view has a fine crosshair for precise targeting without obstruction. I never did contact Bolkow to find out the real reason though.

I could indeed do some hackery to remove the missing DLC block, and just force add the compat mod to the servers required mods.
But if the server is running CDLC terrain, that CDLC isn't actually optional so compat mod wouldn't work.
