I'm guessing this means Direct is (in some way) still tied to the Effects slider. I figured you would want to know. Again, don't worry about it, nobody will see this in real world because nobody will set their Effects to 0%.
What I said before was incorrect though; Whatever "Effects" volume is set to does not control Direct VoN volume, besides muting it when at 0%.I took the time to do this, and used the same task because; As mentioned by @NikkoJT there was a line in the last update log mentioning the Direct Chat had been moved from Effects to VoN. This line also linked to this task, otherwise I would have created a new one.

The initial test I did was in an RP server (Lots of direct chat) and very uncontrolled, hence why I had the wrong initial conclusion.

@dedmen please may a separate slider be added for direct communication? Direct communication has a completely different sound and volume due to being directional and distance based. I used to be able to control direct chat separately from all other channels using sound fade which most servers have implemented under the term "earplugs". However after this update I find myself either having to choose to have really loud vehicle/group/side/global chat volume or have low direct chat volume, both of which are undesirable.

I hope this issue get fixed. It should be a priority. It seems to happen when entering and or exiting vehicles. The player who is victim to the issue is completely unaware as on their client they are fully dressed however on other peoples clients they're completely undressed. This has the unwanted effect of letting people kill you much quicker with weapons they really shouldn't be able to kill you with quickly because their client believes you have no armour.
I have this issue on a multiplayer server I play. Magazines cost in-game currency and this has to be one of the most frustrating issues, that and the naked bug. I'm unsure what causes this issue however it seems to happen more often if not exclusively with non-full magazines. It can also happen when you're moving stuff in and out of a vehicle. I assume the reason this hasn't been fixed or looked into is because you can't reliably reproduce it.
