Defibrillators don't bring people back from the dead, that's a left 4 dead thing.
They are used to restart the beating of a heart when it has an irregular pulse.
They fulfill this use on the experimental version.

There's still the issue with this mechanic that no body is left when the combat-log entity leaves the world.
I have a post about the issues with this mechanic (#0009324) if any dev's are passing by.
I;ve run into this issue as well, I have not tested it again but i theorize that i was 'trying to break free' while i was being uncuffed; I believe it has to do with being uncuffed while struggling.
Being cuffed and uncuffed a second time fixed the issue for me.

As a note to this; I've witnessed a friends combat log entity accidentally get shot by another member in our group right before we were all about to log out. His entity's shirt was visually ruined and was bleeding from his arm, He was at full health before he logged out so there was little chance of his entity passing out from the shot let alone dieing. We had the member rejoin the server shortly after; His shirt was pristine and he was not bleeding.
The situation just described falls under the same mechanics as what is outlined in the OP. If this is an intended mechanic of the combat log entity; Consider this when solving the OP.
I too can confirm having a sawed off, stored in a hunting backpack, disappear on me once before; probably noticed it about 10 minutes into traveling after joining a server.
If you limit when they can restart, the admins doing this will simply shut down the server. I agree with the idea of a save being called when a restart is requested.
OP, if you've noticed this happen multiple times, enough to make you believe it was the admin and not a coincidence; You should report the server doing this, see this post for more details. People already server hop in order to get gear, what difference does it make if you limit when server owners can restart/start their servers.
The main point of the OP is that currently no save is called when you die. This is the underlining problem with the system, If the character data is reset when you die and saved; this would no longer be a problem.
I disagree with having a raw item explode when shot; I would however like to see canisters be craftable for such a use. Something along the lines of: ducktaping a lighter to the canister and having the option of arming it once placed.
