Saw the very same server was back up again, so I tried replicating it the same way but was unable to.
Possible you need to have more vehicles or a bit more progressed / filled server for it to happen.

Are you trying to play community servers or official servers?
Do you have mods installed?
Any issues with other games?

I did test this earlier and noticed only the UAZ-469 has fixable lights. Others do not.

Same issue here, I can't consistently shoot by hitting L2 R2 and X but occasionally I get a shot. Otherwise nothing. I makes the game a little hard to play. I'm on PS5 and only have the one controller

This was on a very fresh server with excellent server fps, so likely not due to that.
Also when it kept saying "base full", he had already placed a radio station so it should have updated in the prompt immediately.
