Issue Description:
On Xbox Series S, Performance mode suffers from severe stuttering and poor frame pacing when entering populated areas such as villages, even when the framerate counter remains at 60fps. This may suggests that while the framerate is technically achieved, the frame delivery is inconsistent due to CPU or streaming bottlenecks, leading to perceptual frame drops and gameplay instability. Fidelity mode (30fps) does not exhibit this issue, likely because the capped framerate reduces system load, allowing smoother and more consistent pacing.

So this is my suggestion:
Introduce a third graphics mode that combines the lower resolution and visual settings of Performance mode with a 30fps cap. This would reduce CPU and GPU strain while maintaining consistent frame pacing in complex environments. It would provide Series S players with a more stable experience than current Performance mode, without the visual overhead of Fidelity mode.

Steps To Reproduce

1-Launch Arma Reforger on Xbox Series S.

2-Select Performance mode in the graphics settings.

3-Load into any official multiplayer scenario or Game Master mission.

4-Move into a densely populated area (e.g., a village with multiple buildings and environmental objects).

5-Observe the gameplay fluidity and visual consistency during movement and camera panning.

Expected Result: Smooth 60fps experience.
Actual Result: Noticeable stuttering, hitching, and uneven frame pacing despite framerate counter indicating 60fps.

I already made that suggestion a long time ago and they haven't implemented a "Balanced" gfx mode yet.
