Rain doesn't seem to be giving me performance issues what-so-ever. Been playing on servers that have had it all day without issues relating to the rain specifically.
It's possibly related to another already noted issue in regards to old gear from previous FPS drops. Also could be related to the flickering issue on the M4s.

System specs:
AMD Phenom II X4 965 Black Edition Overclocked @ 3.8Ghz (2400NB)
GIGABYTE GTX 660 OC 2GB
Kingston HyperX Blu 8GB DDR3 RAM @ 1600Mhz
Seagate Barracuda 500GB 7200RPM HDD
ASrock 970 Extreme3
Had the same issue as this upon picking up an M4 from a dead body with a bunch of attachments. Soon as I picked it up within minutes my buddies and I all started to experience some serious lag spikes after not having any issues all day.

Noticed this upon picking up a fully customized M4 off of a dead body as well. Had ZERO performance issues up until that point, then my buddies and I noticed gradual FPS drops. Re-logging only seemed to be a temporary fix for a few minutes, then it would start again.

Just started to experience this issue as well a few minutes ago. My buddy started to experience this as well as I am writing this, talking to him on TeamSpeak. We were both fine yesterday when the patch was first rolled out.

Things I've tried:
• Clicking on respawn multiple times, allowing it to completely respawn.
• Switching between multiple servers, repeating above.

I found the cause to the issue and how to fix it.
Having the following launch parameter "-world=empty" seems to be the cause, if not that one exactly then the combination of "-nosplash -skipIntro -world=empty"
This almost always happens if you position your character's back against the wall, aim your weapon up towards the ceiling, then hold alt to look around. Depending on the structure you'll see most of the building or a big portion of the surrounding exterior.
Though I haven't tried this myself or been affected by it (as far as I know) someone was telling me about this as well.
Happened to me yesterday while running around, no apparent cause. Tried eating and drinking a few times and nothing happened. Ended up jumping off of a roof in Cherno just to start over and get rid of it.
Would love to see a numerical value for the FoV slider, too.
