Yeah they are currently re-working the sounds but it's becoming a particular problem since the 0.47 patch
Same bug happening here - all keyboard+mouse control fails to work in 0.47.124641, unable to look around.
I may have managed to figure out the root cause of the bug being some kind of issue with the steam overlay integration:
Joining on friends via steam overlay always results in the disabling of controls, but joining via server browser results in control as normal.
Suggest players avoid steam overlay joining until bug has been resolved. Some friends do NOT have this steam overlay issue, and some do. No hardware/OS/gpu differences correlate to the problem, unsure if it's a Steam Beta problem.
They have acknowledged that there may be an issue in 0.46 that is accidentally enforcing the max limit of three heli spawns on all random spawns (random police car spawns etc), so while it is bugged, there *is* a chance that there will be heli spawns, but it is possible for a server no not have any (say, if three police cars are spawned instead).
It's a bug, it should be fixed soon, or so I hope as I'm running low on M4 ammunition :(
The AKM has an exceptionally low dispersion when stock (0.008) making it very accurate, however it also has a hidden problem - 2.0 dexterity, far lower than even a Mosin. Likely a developer oversight given it weighs and is the same length as the M4 (which has 2.9 dexterity)
To expand upon reproduction, it seems if you attempt to draw the pistol prone then crouch/stand and "draw" your pistol, the character holds fists up as if they will punch, with the pistol attached to the right fist.
Suggestion: have the "quality" of the flare attribute to how much time is left to burn ie. pristine = max flare time, ruined = flare spent. Flares should gradually drop down quality as they burn to give an indication of how long they will last.

It seems to be a wider-reaching environment collision bug related to changing items whilst the player body is clipping through objects.
Possibly related to body clipping through objects; lying prone and changing clothing/backpack will similarly cause you to get broken legs if they are clipping through the wall.
Delete + reinstall. If steam verification isn't picking up such a large change in file validity it might be worth opening an issue for that also
Attempt cache verification through steam and retry. Sounds like corrupt file as noted by mawilson666
Could this be due to desync/lag?
