I don't think there is a way to fix this I think its up to the player but you are right I have been killed a lot and I have now adopted the shoot on sight if the person is armed unless I have the drop on them then I will attempted to capture them.
I like the Idea but I think you should be able to have things in your hands due to I like having a second gun and I know others do to. overall I think this is a good idea and I would like to see this happen.
I have had the same problem I have watched my friends enter a building and turn on their Flashlight and it shines through walls it will also put a spotlight on anything that is outside the area

If I remember correctly in ACE for ArmA 2 they have a safety dialog option. Such a option that you have to trigger view the action menu would make since.
- action menu - click safety off <c4>
- action menu closes and c4 detonator safety is off.
- action menu - click to detonate <c4>
- action menu closes and c4 blows
Drawing from my own opinion, views, and information provided to use by BI. They provide everything you need to do this. Their are 2 essentially important things to this though. One, this is a sandbox mixed with a some what of military simulator. Two, they provide a scripting environment which allows you to create addons, framework, and scripts.
Drawing from that you should add a ranking system in a sandbox because it have no real linear game/story environment. In which you see in other games. That being said I'm voting no.

Below is me browsing the ArmA 3 config viewer and showing that women animations are in the game.
This is an Alpha which means that the developer is gonna have to start somewhere. They decided no to include women models and etc. That means that other content has take an more important stance in the development process. What you should get from reading this is that Women are gonna be in Arma 3. Weather BI adds them to the alpha asap is up to them. Let us please concentration on the important issues that are important to the core gameplay(weather its related to models or not).
