The same issue also happens in Japanese.
I have previously created a ticket ( T178531 Localized string fallback / font size issue ) that includes the font scaling issue in Japanese.

Hello.
If you are using a Ryzen processor, it might be a processor related issue since Windows 11 has some issues with Ryzen processors.
Firmware TPM is one of the known issue.
