Still happens on the newest stable version. So it is not fixed.

it happens everywhere. Tried on different maps (Vanilla ones). You only need to reach zero km/h after you started the plane. Then a parking brake gets applied which can only be released by pressing the digital thrust increase key.

I see the problem: The jets have a parking brake that gets applied to the plane.
I tried to release it with the brake button (the new one) and via analouge methods but that doesn't work.
If you turn of the engine the rudders will go back to the position as they would if the brakes where released.
If you turn the engine then on again the rudders will move again as if you would go full brake.

Even after re-launch of the plane you need to first deploy the hook and then undeploy it!

@oukej Yeah scripted like in Arma 2 :D But it would be still great to have such keybind because atm we also don't have an addAction for that so there is no way we could fold and unfold the wing without writing an addAction ourselves.
And for the tailhook is pretty hard to hope to catch the addAction for it while landing because I would conzentrate more on the correct angle of approach instead of trying to find a Tailhook down action in the list.
Yes Yes! This should really be implemented. Would be much easier and I wouldn't need to get my hands of the Throttle or Stick in order to launch from the carrier. Also the Tailhook Up/Down would be great as using an action in such danger situation is pretty much unacceptable (atleast for me) as trying to hit the action is pretty difficult when focusing on the landing.
