How would they know what items you had? There is also no way of them knowing if you're telling the truth if you told them. It isn't worth the hassle to go into the database and modify your player inventory when you'll likely just lose that gear in a week anyway.

They're not hackers. This happens when you're lagging badly and it usually a zombie that does it.

I've posted this before and you said you couldn't get it to work, so here is a 13 minute video and at the end you can see that the battery life has significantly decreased despite the NVGs only being on for 15 seconds as I was logging out.

I've had this happen to me, incredibly annoying and there is next to no reason as to why they added this to the game.

It's pretty easy to reproduce, just place a tent near to a slope and get the bag to be under the map. As soon as it's placed there's no getting it back. A possible fix is making it so that it is possible to pack a tent from the inventory.
