Totally agree, playing my h/c character is a nightmare because every time I run I can't hear anything else.

Its not to do with weapons, its static noise and clearly an error.
Having read the comments and suggestions, although this is a well thought out and creative idea, I completely disagree in implementing it.
I understand a lot of players feel that KOS is an 'issue' that is damaging the game. I felt the same way for the first couple of weeks of play. The fact is if you do get KOS, you're not being careful enough. Its frustrating to get shot and lose some hours of looting, but that's the nature of the game. Getting killed at spawn is also annoying (and pointless), but its not enough of a reason to drastically alter the mechanics of the game.
The real issue that players are having is one of morality, and their objection to being treated 'wrongly' after investing time in gearing up, then getting blown away because of carelessness or not being as proficient in play as another player, then looking for some kind of excuse or fix.
If you agree to this kind of restriction of play, you might as well go down the lines of saying 'hey I fell off a building and died, they should implement rubber legs' or 'hey I died of starvation before I found a rifle, they should make it so players spawn with rifles'.
It also begs the question: if you don't want to get shot by other players, why not just stick to empty servers? Answer: it's no fun.
The real problem here, as one poster has already pointed out, is that currently there is no reason for players to do much else other than shoot each other. the balance between environmental and player threat is so heavily weighted toward other players being the real risk that there is no reason to team up or think twice before KOS. When there are more zombies and more environmental risks that require cooperation in order to overcome and survive, which then reap tangible rewards and achievements (for example, overcoming a large horde to reach a building containing rare loot), then the 'issue' of KOS will diminish.
Unfortunately when that time comes, the same players will probably start crying 'there's not enough PVP, they should implement rewards for KOS'...
This really needs to be fixed.
Had a similar issue in NEAF where a guy clipped through the floor and axed me, moving at incredible speed.
