I also believe the weapon up speed should be the same as the pistol lowered, just so long walking patrols aren't so tedious.

Carry/Drag was actually in vanilla ARMA 2, I remember when I played the free demo to test my performance and see if I could run the game and the tutorial mission showed me the drag and carry feature.

There is already a mod for this called Outlaw Mag Repack, so I don't see why the devs just ask him if they can use his mod in the game, with credit of course.
