Not a big issue, but some of the fences in this game have very long stretches without a break in them. I don't see why we shouldn't have at least one class able to carry a pair of wire/bolt cutters. In fact I think that might be a more immersive way to handle getting through the fences, instead of having breaks in them at random intervals.

At the very least this ability should fall under the engineer class (wire cutters or something)
or at least add an inventory items that would allow this that can be used by all classes
I think you don't have to be an engineer to use wire cutters, so an inventory item which can be used by anybody would be great.
Ditto. Shouldn't have to be a General to use wire cutters. But if you were born and raised within the military, then yup, probably would need the rank of General. +1 for a pair of wire-cutters for missions detailing long fences, etc.
But, I digress, vehicles can easily take to many sections of fences. They're just not around when being airlifted in.
Explosives are also used to cut through fences and concertina wire. Google "Bangalore Torpedo." It's not a torpedo; that's just a name. Good for infantry units that need to get through obstacles quickly.
I got a nice leatherman here that I've used to cut bailing wire, no engineer required!
The repair specialist have a bolt cutter in his inventory and can cut the fence with a bolt cutter.

The abundant breaks in all walls and fences seem very artificial and make them strategically quite worthless. Upvoted.

everyone should know how to use wire cutters
engineers should be able to make bangalores which is alot quicker than cutting
and the ability to conduct team manouvers so a man by himself might not be able to scale a 10ft wall but 3 soldiers together could work together to get over it.
soldiers are trained in scaling obstacles IRL so why not the capability in the game?
Ditto, toolkit should provide this capability. Easily fixed.
But a sniper isn't going to want to have to carry a full toolkit, omitting being able to carry other items. :-/
