I had already tried to verify the game cache and that didn't make any difference.

I verified the game cache and it looks like it is all working ok at the moment.

And then it happened again! Program hangs and I get error 0xCFFFFFFF. Still can't upload the report:

problem remains after verifying the cache.

Drats! That was simple. I'm annoyed I didn't think of that but that fixed the problem. It now opens correctly.
