Appears that multiple surfaces, even outdoor ones are missing sounds. For example, the North West Airfield tarmac doesn't make a sound when running on it.

Not entirely sure if it'll work on that particular water source you're at, but I have to go 1st person view usually to drink. I recommend trying that on that water source to see if it's a viewpoint thing or not.
