THE ISSUE HAS BEEN RESOLVED
BattlEye helped me resolve this issue by removing "G:\Steam\IPHLPAPI.dll" I repeat delete the IPHLPAPI.dll file in your Steam file to resolve the issue!

Same here I've had the same problem for almost a week and I've done all the steps shown by Jstewart to no avail.
