I and several of my friends have experienced this problem in the multi story building that can spawn guns on in a single room on the top floor. Zombies on the ground floor can attack a player on either the 1st or second story of the building.

Can attest to this issue. It seems as though the game client is just not receiving data from the server. Other players can see you moving about but on my own screen they are standing still in the position they where in when the problem started. Still experiencing it after the 32.114557 update. Seemed to happen when my friend was near by and resolved after relogging once he had left the area. After moving into his vicinity again the issue returned. I have other friends experiencing this issue too. Each with different hardware, game settings and internet connections (some with more than double my line speed). I must note that this does not happen every time. I have been in areas with at least 3 other players and have not experienced this issue.
Also, if I may, I think the people arguing over whether this is an issue or not should probably just give it a rest and devs decide if this is a real issue or not.
When I get this issue I don't get the chain icon. When I open the player list and select my name it reads ping: 0, bandwidth: 0, desync: 0. When it says desync 10000 its usually a good sign because it indicates that I am at least getting some communication from the server.
Still getting this issue in 34.115106. Although it does seem to occasionally resolve now, but only after a while.
In my experience, this spawn is incredibly rare and is probably not so bad when the coast is crawling with bandits. I doubt that this is a bug to be honest
I've experienced this problem only one. It happened when I tried to log onto a server immediately after it restarted. On that first log in attempt the game did not want to load properly so I tried to log in again and found myself on the coast. Interestingly enough. The dead body of my previous character was found by my friends who logged in near it.
