I have noticed that any mod that is saying uninstalled, but downloaded by steam is quickly flashing green and then reverting back to a black bar. I have no clue as to why it started or how to fix it. At a loss with this one unfortunately.

Have you tried reinstalling the game and/or Verified Integrity via Steam?

So after talks with steam, it shows that steam is downloading the addons to my Arma 3 workshop folder. They in explicitly replied saying that the Arma 3 launcher isn't detecting it correctly or something along those lines.
