Ok, so i never used world empty.

These were my launch options

-skipintro -nosplash, while i appreciate that this is a workaround for my issue, there should be a bug logged for it, as those options are valid, and this is a side affect.

Happened to me too, but when i relogged i tried again, still didnt work, once i dragged an item into my pants they updated to repaired state.
