I am having this same issue, I have tried deleting local save data but the only thing that really seems to work is waiting approx. 1 to 8 hours until it just magically allows you to play again. I'm on my 3rd server database character lock at this point and I purchased the game less than 72 hours ago

Unable to connect to servers - Receiving database server timeout message, any attempts to join server after this will give me the Character locked in database message
