I have had the same issue, but I was unloading the rifle and then reloading the rifle. I was also prone and got the same reload animation and clicking sound until switched to my axe and back.

I have seen this issue as we, our group had a full mag we passed around and only I could load it into the pistol and shoot with it. Everyone else just got the click click that dagg929 is talking about.

I have heard them as well, they loop in Zelenogorsk military spawns.
